Law 116/2014 – which transposed the Competitiveness Decree (LD 91/2014) – has been published in the Official Journal. The regulation redefines the incentives granted for renewable energies, allocates 350 million Euro for improving the energy efficiency of schools and universities and establishes a 15% tax credit for investments in new machinery. The law introduces subsidised loans to increase the energy efficiency of public school and university buildings. For analysis, monitoring, audit and diagnosis, the maximum duration of the loan is ten years and the maximum amount cannot exceed 30 thousand Euro per individual building. The amount of each operation, including design and certification, cannot exceed one million Euro if the works only concern installations and 2 million Euro if, in addition to installations, the whole building is upgraded, including the building’s envelope. The regulation establishes redefinition of incentives, which will lead to cutting bills for SMEs. However, in order to be able to implement this provision, it is required to cover the costs by redefinition, even retroactive, of the incentives granted to systems for the production of energy from renewable sources. Assorinnovabili (Italian association of renewable energy producers, industry and services) has written to the European Commission requesting opening of an infringement procedure against the Italian State and has stated it will coordinate the appeals of the thousands of operators, both national and foreign “unfairly penalised by a measure unilaterally and retroactively changing the contracts signed with the ESO” To cover the charges of the electrical system, the law provides for an increase in the fixed rates of fees for energy consumption. According to Cogena (association representing firms operating in the fields of construction and distribution of cogeneration systems and energy services) the regulation represents “a new tax on energy efficiency, in other words, an incentive to inefficiency.” For investments in new capital goods intended for production facilities located in Italy and exceeding 10 thousand Euro, the law introduces a 15% tax credit broken into three annual instalments. The consequence being that clients with high annual consumption levels are the most disadvantaged. Heating with a heat pump therefore not only becomes more efficient and environmentally sustainable, but more cost effective as well. According to Harvard researchers, who published the study on Environmental Health Perspective, people who work in well aerated premises, with low CO2 and indoor pollution levels, achieve better scores in cognitive functions compared to people whose offices are less green, with pollution and CO2 levels considered to be standard. The researchers focused on the impact of room ventilation, chemicals and CO2 on workers’ cognitive functions by exposing 24 workers to different levels of CO2, ventilation and VOC concentrations, commonly emitted in offices. Participants exposed to premises with the best air quality, achieved on average double scores in cognitive performance compared to those who worked in conventional premises. The researchers also underline the impact of CO2 levels: the average score drops when the CO2 level increases. “These results point to the fact that even modest improvements in the quality of indoor air might have a deep impact on workers’ decision-making performance,” said Joseph Allen of Harvard University, the main author of the study. Upgrading hotel facilities and constructing new hospitality facilities should be subsidised with an incentive policy to operate like the ecobonus. The announcement was made by Minister Dario Franceschini during a recent audition in the Industry Commissions of the Lower and Upper Chamber. If the bonuses announced were to become real, this would be a good opportunity for Sabiana, which is able to offer innovative, high energy efficiency conditioning equipment, that assure extremely high standards in indoor air quality thanks to the Crystall filter. Social responsibility takes many forms, sometimes even that of an olive grove! In fact, we have adopted 30 olive trees in Salento which absorb 18,000kg/year of CO2. Replanting new trees also helps the territory in the battle to reclaim Xylella: a choice we are proud of and which helps us build Italy's "lungs" together.
